Using systemctl on Ubuntu 14.04

I have an Ubuntu 14.04.5 LTS on the server and I'm trying to write OpenVPN server and I want to start a process using systemctl e.g.:
systemctl start openvpn@[server]
but got
Failed to get D-Bus connection: No connection to service manager.
as https://bugs.launchpad.net/ubuntu/+source/systemd/+bug/1387241 says,
You actually need to boot with systemd for systemctl to work
and I have to append "init=/bin/systemd" to the kernel command line. But here https://wiki.archlinux.org/index.php/kernel_parameters I couldn't find any acceptable boot loader's file except /proc/cmdline.
I ran this command:
ps -p 1 -o comm=
and got
tini
I also tried to start the service by adding the config to the OpenVPN and starting the service:
openvpn --config /etc/openvpn/[server].conf
service openvpn@[server] start
but got
openvpn@[server]: unrecognized service
I'm currently stuck and I'd like to know if there is some way I could run the service or with some other command equivalent?

Do check your Ubuntu version since tag and title say it is 14.10 while body says 14.04.

Do check your Ubuntu version since tag and title say it is 14.10 while body says 14.04.
