How does Ubuntu allow .pam_environment to work when other distros don't?

Other distros such as Debian and Fedora don't allow pam_env to read $HOME/.pam_environment for security reasons. Ubuntu seems to allow this.



I've read that I should define user_readenv=1 in /etc/pam.d files. A simple grep shows Ubuntu modifies all gdm-* files. I've tried this on a Debian standard install and it doesn't seem to work.



Is there something else that Ubuntu is doing to allow .pam_environment to work?



If $HOME/.pam_environment is no longer the recommended way, what method should be used? Preferably one that works on all distros.
