Make History Append to File at Shutdown

The Problem: I wish to have a file called history.txt. I want this file to only be accessible by root and if possible be in the root directory. This file should be written by a script (see script below). The problem is that while the history file is chmod 777 /root/history.txt the root directory itself is chmod 600 /root/. I put the script detailed below in the /etc/rc6.d directory so it should be running at shutdown. How can I make the script append history to a file in the root directory while still having the root directory be at 600?
