I'm using Kubuntu 18.04. Wifi doesn't turns off but just stops working. Settings are saved to "Do nothing" on lid down. enter image description hereThis is my settings for all of the 3 tabs. Wifi just stops receiving frames on lid down. I tried it by playing youtube and recorded the output of watch -n 1 cat /proc/net/wireless with a screen recorder. The wifi isn't switched off. You may have a look of this 36 sec gif.
