I'm using Kubuntu 18.04. Wifi doesn't turns off but just stops working. Settings are saved to "Do nothing" on lid down.
This is my settings for all of the 3 tabs. Wifi just stops receiving frames on lid down. I tried it by playing youtube and recorded the output of watch -n 1 cat /proc/net/wireless with a screen recorder. The wifi isn't switched off. You may have a look of this 36 sec gif.

This is my wifi driver information.
