Grub problem with windows 10, boot-repair and manual reinstall not working

So I've been having problems with my grub now and at this point I've read all the previous posts I could find.
after installing ubuntu 18 my grub can't find Windows 10, this is usually resolved by a simple update grub
. but this time this did not help at all. next I tried installing grub-customizer which did not help. then I installed boot-repair and ran into this problem. it asks me to run a command to uninstall the grub but the output on terminal would print
no matches found: grub*-common
and I could not go to the next level on boot-repair. I tried manually reinstalling the grub by running sudo grub-install /dev/sda --root-directory=/mnt
but I got
grub-install: error: cannot find EFI directory.
can anyone point me to a direction on how can I fix my grub?

May be best to see details, use ppa version with your live installer or any working install, not older Boot-Repair ISO: Please attach link to the summary report, the auto fix sometimes can create more issues. help.ubuntu.com/community/Boot-Repair

@oldfred I tried doing boot repair according to the link you provided. there is still no difference. and the repair never finishes so there is no repair.

Do not run repair, just run report, or are you not able to run report? Are you connected to Internet?

@oldfred I can't seem to only run report. I should mention that I'm running this from a working install (I can access my linux, I can't access my windows). should I try this with a live usb?
